Aside from 1 J Gif from back in April, all the gifs linked are relevant in the patch that we have today. The damage that KR has is not significantly higher (or lower) than ours by any means (shouldn't be at least), with the only real difference being Hoffman and WG, which adds a bit of raw and conditional over our existing levels, but nothing notable.
We have Puri +% damage. If you did testing, then please link your videos, as I do mine. I tested Levia damage here and I could do almost 600-700k with only a +13 Levia in our current patch. And then I hop over to JN's channel and see KR Levias hitting pretty much just as hard.
PvP damage is based on % raw optimisation and appropriate tunes. The only changes we have had are the rebalances to Yuri, J, Nata, Levia and Tein. Tein damage gets buffed, as does Nata, but J, Yuri and Levia do not (a lot being critical damage, which has no effect on PvP, and iirc the True Damage Changes on J, which aren't translated).
You can see on my YT channel as well on many of the gifs that I linked that the damage being done is in our version. The Tein videos are entirely relevant to our version and without the damage buffs he gets to EX Aegis Rush. Sylvi videos are all on my own present EU character that's still missing 9% raw tunes (the difference of a +11 to a +14 mind you). Harpy, Wolfgang and Yuri, all from our present patch.
If you have done extensive testing on both servers, please do link your videos and/or gifs if you have them. Were the characters equally optimised with the same amount of raw and conditional? Did the enemies have the same defence values? Did you use Purification Gear to apply skill % damage increases?
The gifs I link are pretty much all relevant to our current patches - yes, even the KR ones, as many are taken from pre-october buffs, or taken from characters that were unaffected.
If it is true that patches have sneaked in under my nose that I didn't see, then it'd be great to have them linked so I could work on translating them and see what was changed.
If things were stealth changed (as Naddic often does), then could you run some recorded tests for me and upload so I can see how damage is done in KR? Get something like a 4.35k raw Sylvi, 30% empowered and 21/20/13 ABC or something close to these values and record me videos of Empowered Elecs/Gravities/Magnetics, etc with Puri core and Halphas Mods. I can do testing on our version here and we can coordinate how the damage adds up.

I apologise for making a second post, but I decided to hop on and test some things myself fast.
Here is a video that was livestreamed today in KR by 리플비. 7 hours ago in fact, so that's definitely not outdated. He's a Sylvi, like me, with a +14 (though we should all know how irrelevant that is in the context of optimisation).
I took the match vs the Seha as a reference since it was the first match I stumbled upon. Here are some numbers:
All of these were done without Empowered State, without Magnetic Debuff and with SA passive. With the over 60% HP Master Cube.
리플비, 248k Electric Storm, Air + Chase, no Back (visible tick is from blades).
Me, 268k Electric Storm, Air + Chase, no Back. Note that my Electric Storm is level 26 as opposed to his 20.
I should add that without Master Cube, I don't even break 230k.
리플비, 87k Gravity Flux, Chase, no Air, no Back.
Me, 54k Gravity Flux, Chase, no Air, no Back.
Both our Gravities are level 20.
리플비, 145k EX Supercluster, Air and Back, no Chase.
Me, 145k EX Supercluster, with all ABCs. With Air and Chase, I only managed 128k.
Both our EX Superclusters are level 10. Both were done with Master Cube reduction at over 60% HP.
It's a very bold claim to say 300%-400%. That's a 400k Electric Storm hitting only 100k. I'm sorry if I doubt your claims of testing, but it'd be a lot more believable if you said something like 5 to 10%, which we could perhaps attribute to defence, penetration or optimisation. 300%-400% is ludicrous and I'll really want to see how that adds up.

Skills in our version do not do more damage than they do in KR, if anything KR pvp would only have more damage. There have been no balance patches to pvp outside of character re balances which only increase select character damage but it isn't an insane amount. I keep up to date with KR pvp streams and I know full well that those Levia and Vio clips were taken from KR streams done within the last month so they are not outdated; I'm wondering why you're saying things with no basis/ borderline making things up. There have be absolutely no balance patches in KR that decrease damage.

Well, when a character uses every burst skill they have you expect them to do that damage, you clearly lack any game knowledge if you think Seulbi is the only one that can do that. Not only that i guess you didn't even look at the clips because the levia ones show more damage in less time with less skills (exactly what you asked for after he already sent the clips) and I know i can kill faster then a KR Seulbi can right now with my Harpy, I think it's best if you just stop saying things because everything you say gets shut down and it's embarrassing.

He literally showed you every character in the game, except for Soma, doing exactly what the Seulbi from your clip did with around the same number of skills or LESS and in MORE realistic scenarios. What you've asked for has already been provided. If you dont have the patience to go through the whole post you shouldnt bother replying to it.
