Well, story wise they're pretty much all strong : some start with huge power potential and others get stronger after some time. But there are still some a bit stronger than the others :

Story
Black Lambs : Seha is clearly the strongest of all Black Lamb (if not all characters). He directly inherited the power how his moster who is said to be the strongest closer of all time.

Wolf Dogs : Levia, who has a huge phase force potential due to the fact that she is a dimensional monster created to destroy the human world.

Wildhüter : I would say that both Wolfgang and Bai are equally strong : the first one get pretty overpowered by stacking souls in his book, and the first one has a very strong power (she can literally freeze time, although she hasn't mastered it yet).
I don't know Seth story very well, so I won't talk about her much (only know that she is like Mistel, Soma and Luna, and more precisly Anna's real body)

PvE
I assume gameplay wise means PvE ?(Like who is the strongest in dungeon/raid ? It's a bit hard for me to see how a character is stronger than an other "gameplay wise" unless we talk about their kit) so I will just base my comment on the current korean pve (Raids/Bosses) tier list :
Black Lambs : Seha, again, outclass everyone when it comes to late game PvE : constantly dealing true damage makes him really strong.

Wolf Dogs : After the recent patch, Tina might be the strongest of the Wolf Dogs. She was already very strong in PvE, buffing her would rise her right Under Seha/Wolfgang tier. Special mention to Levia who is still average tier, but with recent buff, is now a bit stronger.

Wildüter : Seth. Strongest character in PvE by far. Literally god tier. And she received buffs. Wolfgang is also very strong, same tier as Seha.

Can we have a more accessible way to get equalizers.
Like Maybe put each one in the Special Ops Crafting sections and using the tokens to craft them weekly.

20x Piece of Cake and 15x luck stabilizers

omg EME as always , is it really so difficult to check the entire functionality of the patch before it is released

is there any update if they removed it permanently or is it just down temporarily to fix the Bai bug?

I was told it was suppose to be usable on her.
