Do raid bosses scale?

This might be a silly question, but does raid boss HP/damage scale with number of players? I noticed harrowhold is 6-30, but I don't know if it's just ridiculously hard with the lower amount of players there are. I'm really hoping it scales so I can play with a close knit group of RL friends

Nope, the stats of monsters don't change based off the number of people fighting it.
