I honestly don't think it's fundamentally weak. Could it be better? Yes, absolutely. I do think they should have a flying mount, for instance, and some of the various boxes need to be revamped. I've also said before they need much more frequent (and deeper) Elite discounts. But what makes Elite valuable is the lack of broker fees; controlling the market means you can get basically whatever else you need. The fact that everything else amounts to convenience items you can otherwise get in-game is part of gives it some sense of balance.
So yes, sure, people who don't see the benefit of Elite should not buy it (neither with money nor with gold), but I think the problem with Elite is really that its true value is not an easy sell to all different kinds of "play styles" -- namely, to people who don't play the broker.
To have everybodies question answered here on the forums, you'd need more than 3 full time forum-CMs I guess, given that they perhaps would need to work shift, too. That's financially not worth it.
However, reading something and replying to something are two different things. So you can be sure that more things are read than being replied to as wrintig a replay takes much longer than read-scanning over a topic.

As for elite, EME did rework Elite a lot of times. They listened to the community and once it went into chaos. Those who are long enough around should remember the monthly free cash shop cosmetic (free pirate costumes, free Ex-TRM, etc. -> "I cant sell my costume for much gold!") that went into the next chaos with the RNG gems bag. EME surely learned from this and will be very cautious what they put into Elite. The past has shown that putting undervalued things in it doesn't hurt as much as putting valuable things into it. Yes, that's sad that jealousy prevents us from having nice things.
Perhaps you even remember when Elite got the permanent triple charm and potion into the buff bar. People were screaming "P2W" all over the forums and acting like Elite got too much benefits at all.
I'd welcome to see a flying mount in the Elite bar, but still people will cry that this is "P2W". I can understand why EME is hesitant with Elite.
I can see why people are saying the triple charm and free onslaughts are bad. If there is an entire community farming alchemy just to earn money. (They really don't earn as much as normal), they lost a large portion of their revenue. Charms were cheap so they didn't really mind, but the pot, lol it dropped the prices of the scrolls.
Flying mount is seriously not p2w. If anyone actually dare say that is p2w I really don't know what to say. I can completely understand if they put a dragon in there, but come on its just a regular flying mount.
People who plays get more Reward points that people who spend money.
You can spend 100 dls and get 12,000 rewards points, that can be obtained in less than a week for players who are on-line for 8 hours per week.
The reward system actually doesn't reward enought the people that spend money in this game.
That isn't even close true. You can only earn a certain amount per character, and the only relevant content rewarding points is IOD Vanguards. Although, the time it takes to do IOD for an average person you could have earned 200$ or even more working a job. Also, keep in mind spending gives you points and credits. A free user gains no credits compared to one who spends, especially considering the daily amount for going online, or doing the instance, is based strictly on tiers with all the higher tiers being heavy spenders.
Did I said that I spend more than 500 dls when rewards systems were implemented?
I also was looking at the reward points I earned playing the game and i got 10k reward points on 1 weekend so you are doing something wrong with your time playing Tera.
P2W for what?
You get the best gear only with real money?
You get best consumables only with real money?
Dragons buffs are a joke and signature inners are the only thing i could say that are P2W.
But to get more than 10k reward points in one weekend makes feels stupid to the people who spent money in this game, because 8 hours doing daylies and BGs are worth 8 hours working to get 100 dls and have the same amount of reward points.
F2P people have more rewards than anyone else in this game so why are You against the people who keeps this game alive?
Those people who are fast to cry P2W dont think that a company needs any income at all. They think that everything's free ("generation free"), from music over movies to games. It's not easy to explain someone that music needs to be sung, games needs to be developed and servers/employees be paid.
Nevertheless EME surprisingly still is a company that sticks to F2P. I said "surprisingly" as the asians more tend to P2W, which is quite unpopular in the western hemisphere. So EME has to do some highrope dancing and try to roll in the most money with cosmetics.
The dragon was quite a huge chaos at intrudtion. "LFG BoL dragon users only" was made feared all over the forums. Some months later, no one is asking for the dragon.
Oh my bad, didn't look at it that way, Thanks for changing it.
