NPCs disappearing when in party

Two of my friends and me where in a party playing. One of my friends couldn't find the NPC at level 5. So they had to remake their character. Then we play again and can't find the NPC at around level 9. So we have figured out that sometimes NPCs disappear when you are in a party. So far when we are out of party the NPCs seem to be fine. I don't know weather or not this is normal or not.

    You are in stepstone isle, where it is actually 50% solo instance. It is recommended to not even try partying until you get out of stepstone.
