Revamp of the current established Outlaw system which isn't bad. With some small adjustment it could be better.
Lvl 60 Outdoor pvp is a good thing. For many players its one reason to actually play the game and things like the gvg system, the alliance vs alliance system or other attempts to improve, establish outdoor pvp are very important to the game.
So how you get players out there. Exploring the world and hunting for other players. You have to give them a reason to do so. Unless there is no reward or other kind of motivation nobody will give a #@$! and it will always be something which is theoretically possible but just 1-5% of the server population is doing it.
First Idea of the improved Outlaw/Infamy/Bountyhunter System:
Outlaw means in my opinion something like a criminal, a murderer, someone which is feared from most of the population and someone "the authority" is hunting down. Its a decision you make by getting an outlaw skill, and turning it on to kill another player. And you have to live with the consequences or pay your dues.
How to get infamy * I Rimbaldi have edited this portion.*
- 1 point for killing another Player in Open World with in 5 level difference below, equal to or above your current level.
- 10 points for killing another Player in Open World lower than 5 levels difference.
- If you have more than 100 infamy points you will get marked as an outlaw with a red name by the Tera System. Your name will show up on the Tera Bounty Board (the old vanguard initiative boards)
- You do not get infamy points by killing players with in a gvg or 30 main raid.
Consequences for outlaw players:
- You are a murderer. Outlaws are not welcome in major cities. (Velika, Kaitor, Alemanthia *Note the three crafting locations at present) Once you step into any town (example Lumbertown, Crescentia), if an NPC guard spots you (with in 15 meters aggro range) you will targeted by the guard and attacked. Once targeted the rest of the guards are immediately alarmed with an exclamation point over their head within 30 meters of your location. If you kill the NPC (4x your hp and equal to your geared level *note hp of npc could be adjusted with out notice), you gain an additional 20 points infamy. *If you do kill the NPC, it will make a drop of either, feedstock, spellbind equal to your gear level, or 1 semi enigmatic scroll. If the npc kills you, you do not lose your infamy. (no cheating)
- As an outlaw person, you have to hide in the dark, like a criminal you can only visit small villages or encampments and stay in the shadows.
- Depending on the amount of infamy points you have, the price on your head will rise until the bounty has been collected. *upon death infamy is not erased.
- Depending on the amount of infamy points you have, guards at towns and major cities are changing their behavior.
- You can not join any open world parties while in outlaw mode that are not part of your actually guild. You may only join guild parties.
- You cannot use the cleric. You must be healed by a guild member or by potions from a merchant. (pray you have a speedy mount)
- There are NO SAFE ZONES.
- DEBUFFS, yes debuffs. Example:
By killing the same exact person over an over again, naturally a toxic move and disliked requires a measure of consequence. This debuff works per player killed only.
Example:
Killed same person 4 times: upon hitting target -20% attack speed, -20% pvp attack dmg, -20% pvp defense, -20% movement speed, -20% Endurance, -20% Balance, loss of 20% hp
Killed same person 6 times: upon hitting target -40% Attack Speed, -40% pvp attack dmg, -40% pvp defence, -20% movement speed, -20% Endurance, -20% Balance, loss of 40% hp
Killed same person 8 times: upon hitting target -60% Attack Speed, -60% pvp attack dmg, -60% pvp defence, -20% movement speed, -20% Endurance, -20% Balance, loss of 50% hp
Killed same person 10 times: upon hitting target -80% Attack speed, -80% pvp attack dmg, -80% pvp defence, -20% movement speed, -20% Endurance, -20% Balance, loss of 75% hp
(At this point it should be virtually impossible to kill the exact same person as an outlaw. This also helps to prevent exploiting the system)
Guard Behavior for people with Infamy Points
- 0-50 points (not marked Tera System): Everything is still normal
- 51-99 points (not marked Tera System): You are a very suspicious person. Guards will watch your steps. There are things you should not do with in towns or capitol cities. For example entering headquarters, use of magic, or drawing your weapons. (Becareful of the keys your press) Use of any of the stated will result in the npc targeting and attacking you.
- 100+ (Marked Tera System) You are a criminal. Guards will attack you on sight.
How to get rid of infamy*Edited section :Rimbaldi*
Past existing mechanics no longer apply.
-Between 1-99 infamy points you can pay out. Go a Capitol city and pay your bail out money. *note that price will rise by 300% for each time you have to pay yourself out of infamy.
The Interesting part:
-Cutthroat Harbor, the ruined Island of Dawn, small encampments will be the only place someone with infamy will be able to accept a bounty. For anyone with infamy the only place to turn in the bounty will be Cutthroat Harbor. You must have infamy past 100 to turn in at Cutthroat Harbor.
- Those with infamy points past 100 accepting a bounty and successfully completing the bounty, will reduce their infamy by 50 points.
- Accepting a bounty does not make you immune to npc attacks while marked as an outlaw.
- Successfully completing a bounty will grant you Feedstock, spellbinds, semi-enigmatic scrolls, or a random amount of Titans peace.
- Again Death does not reduce infamy. Not playing your character and letting it rest also does not reduce infamy.
The bounty hunter system
So we have three types of players: Innocent/ suspicious/ criminal. All criminal players/ Outlaw players with more than 100 infamy points get ranked in some sort of leaderboard accessable through a npc in capitols, cities, towns, villages, small encampments (and) the micro menu. (like battleground rankings)
On this board you see their "wanted posters" with following informations:
Name
Class
Level
Online Status
Bounty Price.
* note once you accept the bounty, you can find where ever your bounty is at in the same manner you would during a gvg. Press m and press the refresh bounty which will show your bounty with a red dot.
You then will have the option to ofcourse have elite and teleport to the nearest location of your bounty, or enjoy the hunt the old fashioned way.
*Note: Because people will log off. And because you have accepted that bounty. It is your job to take the outlaw out. There will be no time limit placed on the bounty. It doesn't matter how long that bounty is logged off. That bounty belongs to you and when they show their face again. Thinking they could hide by not logging on. You can remind them of the penalty of being an outlaw.
Wanna be bounty hunter?
No Problem! Just kill them All and get rich!
There is just one catch. You may only accept a bounty with in 5 levels below your own, equal to or above your present level. Any player with infamy that is past a 5 level difference below your character, is sorry to say not permitted.
In getting your reward, another option would be to get it through the postal system. Ofcourse forcing a player to travel is so much more enjoyable.
What happens if you kill an outlaw and you haven't accepted the bounty? NOTHING, you get no reward, no payment. You may only get the reward for killing an outlaw through the bounty system.
The new joy of the outlaw system. There is no limit to how many times you can kill an outlaw, and accept the bounty. As long as a player remains outlaw, you may hunt them down as much as you like and get rich doing it. *Note characters using the same isp address will not be permitted to hunt each other down. This helps in preventing exploitation and ruining the joy of the pvp world. You may accept up to as many bounties as you like. More than one player can accept a bounty. ONLY bounty hunters can find the bounty by the map. Once the bounty as been accepted, it will remain until the infamy has been reduced. Once the infamy has been reduced they will be removed from the bounty list and you can no longer hunt them.
Is there a reward for being an outlaw. Sure there is.
Sometimes being a criminal pays in its own way. For outlaws, There will be a leader board in the only places they can turn in a bounty as well. For outlaws wishing to acquire a certain infamy to achieve a reward for a piece of pvp gear.
Outlaw
For the outlaw there is infamy, prestige, fear and a certain respect that only a mercenary would possibly understand. They are assassins, killers. The ones often seen in the shadow of a bar in the corners. Local legends would be plenty about them. Outlaws, hunt down bounty hunters to increase their infamy. The more a bounty hunter kills an outlaw the higher the infamy reward for killing that bounty hunter would be.
The outlaw has its own system of reward. The are ranked by skill, infamy and how many bounty hunters they kill.
Example:
Name: (blue) Bounty Hunter outlaw kill 25: Reward Infamy: 25
This reward infamy would grow according to the number of kills the bounty hunter killed an outlaw. There is a special reward for killing a bounty hunter of great reputation. This reward could be, material needed to craft the next set of BiS Gear. The higher the kill and reputation, the higher the infamy reward.
