Unable to load Launcher

I've been trying to get my launcher to open everytime I get an error saying " Only a single instance of this application can run" and it's not running anywhere else. No idea why it won't let me play now.

    I recommend completely restarting your computer. Most likely, a copy is stuck in memory and wasn't completely closed. You can also do Ctrl+Alt+Delete to load the Task Manager, and in the details tab find processes "TERA-Launcher.exe" and "TL.exe" and close them.

    I rebooted it 10 times and did the alt control delete there was nothing launched. Finally after pretty much re-installing the game it works.
