Npc Oneiric engineer not appearing in game during event times

Waited 2.5 hours with a group for npc to spawn during tuesdays times for event quest and nothing happened. I have the quest for the event and stayed at the * on the map the entire waiting time.

    The event has been disabled, the quest simply isn't removed while it is disabled due to the event not really being removed.

    I dont see why they cant say something in the quest about it though like "unobtainable" like they do with quests when you hit lvl 65 that only give exp. It just sits in peoples quest logs like its a finished quest and people will still sit out there for hours on end waiting for this guy who will never come for the 500 gold reward.

    Yeah, that "quest turn-in" place in umbra really threw me off until I figured out that's what it was
