How to unlock Island of Dawn Vanguard quest? help!

Hi guys I got an item level 422, but I haven't unlocked vg quests in island of dawn! Why?

    You need to finish the story.

    in previous patch ilvl requirement for top bam vg quest was 417 (guile weapon or armor, rest slaughter), so i guess it's same in this patch, you probably need at least one piece of misery (this sound hilarious), to open those quests. so probably 424 or 425, not sure.

    ok, i just logged into game, my priest has item level 423 and has open top bams quests. so i guess that's minimum requirement.

    Story quests to IOD start from the "Ominous News". It's available after completing other story q.(I mean those that after 60 lvl! Not all of them only northern Arun)

    Ps Ominous news gives Dougal or Seir in Highwatch after all quests.

    Yes its 423. Fortunately you can still do the last tier of BAMs in +12 Guile if your inner wear item level is high enough. I just tested it on an alt; the inners you get from the quest (lvl 249) are not enough, however, inners with lvl 293 made me reach the required ilvl of 423. The alt I tested it on is using jewelry from the last patch and the (easiest-to-get) flawless brooch.
    (also: If you're a new player, make sure you're only using yellow / recommended gear stats on your re-rollable slots as they increase your ivl)
