FPS issue, Please Help me

I'm sorry if I'm in the wrong section, wasn't sure where to create the post.
Well, I have these pc specs:
CPU: i5-6400
GPU: Gtx 1060 6Gb
RAM: 8Gb
My FPS in Tera revolves around 10-15, no matter if I'm at maximum or minimum, FPS remains the same, I've seen tutorials to change settings in the control panel of Nvidia, s1engine and s1inpunt but none solved.
Someone would have some idea of what I can do to solve ?
PS: In all other games my FPS is normal
