Dumb Question about HH

I know this is a dumb question, I know. but how do the cooldowns on HH work? I just cleared P2 yesterday, and was thinking of joining another P2 raid today, will I be able to join and clear it? Or will it not let me enter? If not, when do they reset?
What about other phases as well? Can I go back to P1 and clear it?

    You can clear any phase you get put into, but you can't go back if you clear. This means that you can't go back and do the phases below what you cleared, even if you skipped that phase. Harrowhold resets once a week every tuesday so tonight you're ready to go back to Phase 1.

    Raids are character locked. You may not go back to previous phases you have cleared with X character until the weekly tuesday reset. You may however enter previous phases on alt characters assuming they have not cleared the phases you wish to enter.
