Is Client Download always this slow?

Was going to play the game again, but had to re download the Client and I find it's the slowest download I have seen since the 90s.

I have a 250Mb connection and I can download a 35 GB file in like 30 minutes or less yet this program says 6 hours. I gave up I am not waiting 6 hours for anything and it's not my PC or connection it's Tera.

So is this normal for their download speed or is something wrong with Tera?

    Okay I see it's on Steam also so I am trying there and it's going a lot faster with about a 35 minute total estimated time.
