Hello everyone. I am a returning player and was wondering how to go about with end game gearing. Should I farm the materials required for upgrading or purchase them off the broker?

    You can't now gear totally from broker. Technically you can buy and dismantle but it will cost loads and loads and loads of mats. Over 2-3 m of gold as I remember. May be I'm wrong but not less that 1m.
    Only run stuff and craft yourself. Or buy some from brokerage while crafting some yourself.
    Gearing before Frostmetal is easy once you gather 100% of required exp as it gives 100% of enchanting success. Frostmetal will have only 60% of success chance of enchant with full 100% exp.
    All mats obtainable in dungeons and locked to account. The difference are gems like Ruby Sapphire Emerald (you will need these) and Diamonds (and these for scry 6+)
