Feedstock Update
The possibility of reverting the dismantling change is pretty low right now. Regardless of whether I agree with why this happened, the focus has to be on how we're going to fix the supply issue going forward.
Right now we have a double Vanguard Request Reward event going on. This does an ok job at supply, but not great. It's also causing a lot of confusion due to the TERA Rewards UI bug. So, it's not great and not a long term solution.
We also ran a double drop weekend for specific dungeons, as well as reduced the Awakening Enchant costs by 25% during the weekend. Double drop was alright, but the awakened enchant really just boosted demand because it just boosted awakening. It also didn't help normal enchanting or the supply. Fiddling with demand is tougher, so back to supply!
So what do? I'm working on getting more FS to be dropped in dungeons, but I'll give more details on this late tomorrow. QA says that is wisest. Also, the cost of the Enchantment Bonanza Box will be reduced down to 12k KS.
Please let me know your thoughts! Constructive ones pls....
Update: 2:13pm 6/1/2016.
Starting tomorrow until July 7, every thing that currently drops FS in a dungeon will now drop 48 more, per player, at roughly 60% chance. This applies for all the tiers, from T8 to T10 feedstock.
We will also keep the Vanguard Request Reward doubling event on, but the TERA Rewards issue is not fixed. We will only reward retroactively for the past week on the missing rewards. The basis is that this event is doing more good than bad, and we will just message that this event is not rewarding the double amount of TERA Rewards it says it is. After 6/2, we will not be compensating for this.

I think simply having more FS drop in dungeons would fix the issue completely, and would be less of a headache for everyone implementing a fix.
I don't agree with adding even more incentives to IoD. It's rewarding enough as is.
Dungeon feedstock drops are a good place to start. Imagine beating Nightmare Imperator and get... 5 tier 10 feed stock. \o/? That needs to change.
1) Add some sort of reward either when you hit level 65 or when you complete the Island of Dawn quest that gives T8 gear to grant a one-time gift of ~250 (500?) T8 Feedstock. This purely to help new players get their T8 gear to the point where it's useful. From that point on, new players can either keep doing IoD dailies to get fodder gear from the token merchant, or do dungeons + dailies to get feedstock (and occasionally fodder). This is at least to help new players get their starter gear to +12 without too much time or expense.
(As an aside, I think there needs to be a bit of an "information campaign" to help make new players aware of the option to enchant using fodder gear for their T8 equipment, as the IoD merchant is really designed for that, but I think a lot of people don't realize it yet.)
2) The feedstock portion of the vanguard rewards and the feedstock price reduction on awakening will help deal with supply and demand somewhat over time so long as it's not only an event, so if it's possible to change these permanently (and not via an event) that might help over time. If the feedstock rewards from Vanguard get reverted to their defaults, I feel this will look a bit pitiful.
3) Add T8 feedstock to the loot table of all Level 65+ BAMs, including those on IoD and elsewhere. (I think there are some BAMs that have messed up loot tables though.) This could be a short-term event to help increase supply, but not a permanent change (for the reasons already outlined in this thread).
4) Adding T8 feedstock to a gold merchant is an option as a way of putting a price ceiling on it (and would serve as a bit of a much-needed gold sink). Otherwise, you could add it more directly to token merchants for now. These too may not be permanent solutions, but could be stop-gap measures.
5) This is way out there... but maybe you could use one of those "combining cubes" they have in other builds of TERA, and make it so that you could feed it a bunch of fodder and it would spit out feedstock. I don't know how hard it would be to identify all the items that could be eligible for the cube, so maybe it's not feasible, but this would kinda sorta be a way of restoring the old functionality without actually restoring it.
Do you expect them to hand the designs out? Don't mess with the rarity. The drop rate is fine.
They're supposed to be rare.
Rare =/= nearly unobtainable. Right now we're nearly two weeks into the dungeon and some recipes are 500k-1m+. You know something is wrong when people are forced to server transfer and pay obscene amounts of gold just to obtain one.
And I think adding feedstock drops to IoD rewards/buffing dungeon drops/lowering pvp box prices are fine as solutions to inject more feedstock into the market.
As for the VM designs there are two reasons I think they should not be messed with. One, they require a ton of feedstock and other materials. Making it easier for players to acquire enormous feedstock sinks while trying to increase the amount of feedstock just seems counter intuitive. On top of this, when VM sets come out with individual designs, they have more intrinsic value. It might just be a personal note, but I feel like I've accomplished a bit more when working hard for the VM mats. Secondly, VM is not required for any dungeon this patch. Starfall and even Slaughter is much more than enough for even SSHM. Honestly, I have a strong opinion on how hard VM should be to get. I've seen the game state when VM is hard to get and when it is easy to get. I much prefer the former. Over all, we have bigger problems than VM design drop rates.
I wrote this up really quickly, so it's kind of all over the place and not very clear. So I guess TL:DR: put more feedstock in dungeons + more events and elite box changes. + Leave VM designs alone, at least for now.
I'm currently 1/3 the way into my SSHM title, and I've yet to seen a single design, for any class drop. And even if one did, I'd have to roll against 4 other people for it. While I agree VM should be hard to make, this is not the way to go about it by making the ability to make it nearly impossible, after you've went through all the hard mode dungeons of the patch and grinded all the necessary mats for it. It's the VM mats boxes that should have never been implemented, not this gigantic rng/pay wall.
its simple stupid, so much Pay2win now when a design sells for millions on some servers and if you do 100 WH/ABHM/SSHM and you see like 1-2 designs drop you additionally face the chance 1:5 or 1:10 of gettin it. aswell as you need 3 designs and the one you might get super extreme luckily is not the class you even would like to get....
In addition, can you please look at the Titan Ember supply issue? There is currently very, very few ways of getting them. Personally I would like to see either Collaboration Crates added to the Vanguard/Bellicarium/Killing Spree merchants OR replacing cruxes in the MWA boxes with embers/eases and adding them to the Bonanza Box drop table.
