You can buy these either with Vanguard Credits or with the level LX Tokens, if you still have any from leveling. Probably the 58 ones too, but those cost more.
It should also be a possible reward for the plunder box, as well as the other glyph boxes you get from Sabex and level 64 dungeon, but if you only need that one then just buy it outright for 300 vanguard credits/1 token?
