A friend of mine is stuck at the main menu and keeps being told to change his settings. It's not a child account and has changed them and still won't allow him to play.. Btw he downloaded it three days ago."you can't purchase contents because of how account is set up. This can be changed in your privacy & online safety settings on xbox.com" which he did.

I know a fix! For anyone still experiencing this issue go to your settings on your Xbox whilst signed in on the account experiencing this then go to sign in, security and passkey.
Change my sign in and security preferences -> then customise right at the end, scroll to the end again and where it says ask for passkey to make purchases. Create a passkey then remove it. Doing this refreshes the content restriction and has unblocked this from 2 accounts I have encountered with this so far5
