Is there a specific reason why I cant enchant this warrior class weapon named 'Front and Center'? Any help is appreciated, THANK YOU!

The old gearing system had 2 types of equipment. Equipment that could be enchanted, which had re-rollable bonus stats for enchanting.
Then there was other equipment that couldn't be enchanted, like the one in your image. These items have higher base stats equivalent to a partially enchanted weapon, but lack the additional benefits that come from enchanting.
The non-enchantable items are no longer used really nowadays, but some are still in the drop tables here and there. If you're levelling on appropriate level content you should be getting avatar weapon shards, and using the avatar weapon as it's always 100% better than any other weapon of similar level.
