where is seir in highwatch?

ive been searching for an hour and no luck, can anyone help me plz? i have to find him for a velika banquet apex quest, it's been almost a year since ive done this quest and forgotten almost everything about it

    So, seir isn't in highwatch, if you read the text, it will actually tell you that you need to use a velika banquet ticket to teleport to velika to talk to seir depending on which part of the quest you're on. If you're after the initial phase, then you go back to the actual velika. Seir isn't in highwatch at all this time.

    whoo got it, thank you so much! I spent almost 2 hours looking around highwatch and no luck haha
