If you don't want Tera to keep changing your settings, you need to open the Options menu, got to the Game tab, scroll all the way to the bottom, and then, under System Setting Optimization, uncheck Automatically Apply.
As for why losing focus on the game would up the framerate, the oly idea that springs to mind is that, in Nvidia Control Panel, you can choose different setting for different applications. Maybe when Tera loses focus, it switches from using the setting for Tera to using your global settings?

After saving datas, formating the computer, installing Windows 10, installing every updated drivers and programs, updating windows to the build 1909, drinking some coffee each time I had to reboot till 3am, everything works correctly.
My previous install (in the screenshots) used the latest build from Windows 10 : 2004. Since I'm not sure if it's perfectly stable and right now won't update unless I force the installation through Microsoft's website, I'll keep the build 1909.
I saw too late @X4KH6RRX5K message, I can't test if the control panel was switching from a setting to another following the global ones or not. It could have been insteresting to check this out.
I'll update my topic once windows 10 wants me to install the build 2004.
So the newer build was causing the problem? I wonder if it was demanding resources in the newer build, taking away those resources from the game.
I can't confirm yet but for now it seems it was my issue yeah.
