Flatten and Leaping strike do they work as intended?

Zerks skills Flatten and Leaping Strike are supposed to knock down mobs but quite a few times it doesn't. Why is that?

    Leaping Strike does more damage to KD'd people, doesnt KD itself. Flatten should always KD a normal mob and a player, anything bigger not so much.

    Other than Leaping's increased damage to KDed opponents, both skills give a higher chance to KD than your other skills. That's all. It's still a chance. Perhaps a quick modifier to your current impact stat. That could explain why it still fails more often against bigger, higher level mobs/characters who have more balance. (balance is your anti stagger/KD stat)

    And I made a small mistake in my previous post. I was thinking on retaliate instead of leaping strike. Leaping strike shouldn't have any KD upgrade other than your regular Impact. Retaliate is the one that does a lot of KDs. Flatten remains the same as my description. Leaping strike is often used as a movement tool but can be tricky to use because of targeting.
