IM panel locked bug?

Anybody else seen this? Level 49, queued for AH and GL, had done GL once before 1/2 before. Got AH and did it, and took the TP out to get near Castanica. Came out at portal to AH. But IM panel was locked. No message, just not responsive. Other panels opened fine. No message, no popup. But IM panel would not open. Then I went to character screen and back and IM panel works fine.

Looks like a but introduced in last update. Never saw this before.
