Mostly depends on the development team, their priorities, and available resources. Some developers are able to pour a lot of money into developing a new game or adding onto one without it taking long and still profiting as well. WoW for example had a ridiculous development cost, and even one of the expansions when it was new. Riot also produces a lot of different content at a fair rate, with good quality in addition to managing everything else. Although, the big difference between Blizzard and Riot to BHS is their available resources, size, and their ambitions. When WoW was created they made the game with the hopes of basically dominating the world (hence the large budget to make it), and Riot just increased their size dramatically after their success and also want to dominate. BHS does not seem to be interested in really having Tera being a huge success, instead they're just riding on Tera's 'success' to receive investments for other games (which they recieved millions a yr ago or so and it all went into a different game instead of Tera). BHS is working on some shooter, another pvp focused game, console for apparently Tera, and some mobile games.
