Just to confirm, you haven't messed with any files? I'd try fiddling with the various video settings to see if you figure out what setting it is. It could also be some sort of driver bug, so I might try upgrading those.
I've the exact same issue & i'm not using any gamepad.
It's possible that something is being detected as if it's a gamepad. What kind of mouse or keyboard are you using? Also, even if you're not *using* a gamepad, simply having something plugged in can trigger this problem. So I'd try unplugging as many USB devices as possible to see if you can find the culprit. (It's such that, even if you unplug the item while in-game, it'll immediately solve itself, so it's not hard to test.)
