3v3 is a game wide instance matching arena... which server he is on is a mute point.
For 3s at least you won't get much from PvE servers to queue, let alone anyone. Whichever server he is on matters because at least he can world chat people to queue for it.
The only technical problem is that it's too healer-focused. If the healers are far enough apart in skill, then the team with the better healer will win 90% of the time. I've won quite a few matches carrying a bad healer against a good healer and even if the other team has trash DPS it's an uphill battle. But this is more an issue with poor game balance rather than the format itself.
There is one way it can be done: Buff healing but not on healers. Basically give every class a self heal similar to what brawlers have, that way the burden is slightly placed on DPS to take care of themselves. Hard trinitys are too harsh on priests in PvP. It always results in healers carrying too much weight.
It wouldn't even be hard to implement:
Brawlers, Gunners, and Lancers are already fine as is.
Tenacity: Restores 20% hp on use, all classes.
Ninja: Attunement restores 25% hp.
Reaper: Passive lifestealing.
Warrior: Passive regeneration.
Sorc: Regenerates while using mana barrier.
I don't blame ping carried players for the problems they cause, I blame BHS. There are a ton of things the devs could easily do to reduce the advantages given by low ping, such as allowing server side skill queuing while staggered or actually bothering to take a look at unfixed desync bugs that have existed since beta. They just don't bother because they don't care. The fact that 90% of the top 10 players of each class all have less than 50 ping is not a problem that BHS sees as something that harms their bottom line.
3s isn't dead its just became an exclusive cool kids club to exclude fodder players
it just makes it easier for those t1 3s classes to hard carry even more
