    I'm assuming you are talking about the new etching IVs? If so, They come randomly from a Etching box that drops in Harrowhold the 30-man Raid

    It is Etching IV, welcome to more rng. If you're unable to get into raid group, best chance is buying them off broker under Superior Etching. But as I mentioned and Akizero said, it's just rng.
