I lately did 2 sets of Guile and 200 MES for one single item really is bad luck for mid tier. At this point I have to say that I did the enchanting in one go per set (4 pieces) and it felt like enchanting a normal mid tier set. Uses up a bit more MES, but nothing ordinary.
Whatever the reality might be, if using 200 MES drives you up that much, you should really split the enchanting by taking breaks, changing channels or even zones.
once your failed to mw for 20 times, change your channel. and keep changing it until you are success mw it.
i once tried to mw my guile boots and it failed like over 80 times... just change your channel..it might work. but its all about RNG actually.

As for the changing channel thing, that probably does affect the RNG (based on my understanding of RNG on the PS2, so I could be dead wrong). I'll give it a try next time (don't want to go through another 200 scrolls to MW something).
I used 20 BES, 20 yeah on my weap, and guess what not masterworked, 80 times after with mes tier 10 and finally masteredworked.
and 2 days ago, Armor for another char, I just used 1 MES tier 10. JUST ONE and it was masterworked.

My curiosity get me to try it and guess what, Imperator Weapon 18 tries, Imperator Armor 16 tries.
I didnt have to use BES and the scrolls i used were the ones i get when i did dungeons so i didn't spent gold on them.
Didn't try the enchantment tip but i am sure it would work .
A shame this cann't be done on Awakening Enchanting. I heard horror stories about that.
I play no more this game but i was just curious.
There's no such thing as random in RNG. All random number generators in this world were created based on specific programmings that pick specific constantly changing factors (read "constantly changing", not "random") and put them into specific formulas to generate seemingly random results. In the past most of those generators were created using timestamps/previous results/number of requests/.... but nowadays they're mostly created using environmental datas (read "weather") such as humidity in A city reported from this online source put together with rain mm in B city reported from that online source.... The main reason for the change was to make it harder to manipulate, unlike old generators which used offline datas.
Back to the matter of RNG in Tera, despite hasn't been proved (since BHS is the only one with the game source code), it can be observed that Tera's using some very outdated rng which utilized either time stamps or previous results as one of the biggest factors (crit chaining, box macro opening, reset chaining...). In other world, waiting/changing channel does work as a buffer to change your rng. As long as you dont constantly spam it you will get different results faster.
For more info regarding this topic, you can try looking for the youtube video of a programmer finish the pokedek (151 pokemons - gameboy 1st gen) just by playing the game in a specific way until he reached the point where you can just count ingame time stamps combine with your number of steps to result in exactly what pokemon would be appearing, totally wiped out the so-called rng programmed into the game.
