Floating Cities?

As I've been exploring I have seen multiple Cities (appear to be Cities) floating on a piece of ground, and with a beam of light shining straight down to the ground. I've not been able to interact with any of them in any way.

Can someone tell me what these are, and what they are for, etc?

    I don't understand why they removed this thing. I hear that people wish it was back, but now we have civil unrest, the thing that less people do.
