It's definitely an improvement.
The one fault I have always seen in the outlaw system, (I don't remember if it was this game or another) was the failure of not providing a bounty system with the infamy system. When I first started Tera I thought there was one for a short time. But honestly I can't remember.
I do remember some bounty system from some game. The requirements to place a bounty on a players head was very simple.
Let's say if we had one for Tera, here would be my recommendation.
Just like the reputation system, there would be categories or levels if you would. From Friendly, suspicious, wary, threatening, dangerous and finally to killer.
First off the person having a bounty put on their head would have to have infamy to begin with under any one of those particular categories or levels.
Depending on the level of the infamy, would depend on the amount of gold one had to pay in order to have the bounty placed.
The person placing the bounty of course would need to have the finances to pay the bounty. There would be two options at this point: Pay the bounty, or Quest for favor. Questing for favor would allow the (players levels 1-60) do a quest that would assist them to pay the bounty through the system should they not have the finances to do so. These quest may either be, crafting, gathering or a specific pve request. (which all would not be fixed but always random). After the quest has been completed then the bounty would be placed. When placing the bounty, you would be able to choose the specific classes allowed to carry out the bounty. This then would actually lock the bounty requirement. Bounties would only work on an individual bases meaning parties for bounties would be locked out. Once you have accepted to take on a bounty you would not be allowed to make a party or join a party until you have completed your bounty accepted.
Note: Due to peoples activity, naturally someone may end up logging out to keep from having the bounty completed. Well, once a bounty has been placed on your head. Should you log out, you only are allowing the person that accepted the bounty to be relieved from that contract, and getting free 200 gold for even accepting the contract.
That means if you accepted a bounty mission, and the person you are hunting down has logged out, you are then relieved of that contract and are given 200 gold for your time in hunting the person down. After which, you then would be allowed to make parties and join parties there by continuing with your dungeoning day.
Under the out law bounty system. The only way for you to remove the infamy you have gained would be to complete a certain number of bounties depending on our present infamy level. No longer would you be allowed to just kill mobs or log off for so many days for it to drop on its own. Not anymore that infamy would be fixed and you would have to work to get it down the same way you got it up. By fighting against players equal or higher to your level and only through the bounty system. You would naturally be paid gold for completing the bounty as required.
In a world of pvp or game of pvp rather. I think this is something that many would actually enjoy.
There would be no Seren's protection over the lowbie player from pvp'rs. Pvp is player versus player plain and simple. The above model I imagine could allow some improvements to the idea. But over all I think allowing such a system to be installed for Tera overall would be a much more appreciated improvement returning open world pvp and taking away that (only level 65 allowed for outlaw mode nonsense.)
