If that helps to develope actual content and story related quest, cinematics and lore, fix issues in-game and many things that need proper atention and money to do it, I won't complain if that get sold on cash shop.
But since is not going to be that way then better not becuase it's the only thing that keeps the market and game alive.
They are in the shop. Loot boxes are sold in the shop, and scrolls come from said box. It does not matter if you bought the box for other content, you still got scrolls from them. Then there was Elite, that had a separate cool down, also bought with cash/EMP.
So it actually is mostly the same in the macro view. Consider that a lot of the people who buy these lootboxes won't actually need these scrolls (because they were just buying for the actual item they wanted) and will probably just put them on the broker. This supply helps push the broker price down. Consider also that the vast majority of players won't actually ever buy anything from the cash shop anyway, and particularly not these given that these scrolls are available for Vanguard Credits too. However, only the cash shop versions are tradeable or can be stored on the guild bank.
So the net effect of everything put together is essentially where we started: most people will earn the scrolls in game without buying anything. Some people will buy them on the cash shop if they're lazy, but it's not really a useful source for people who actually play. It's more of a source for people who want to trade them, which is basically the purpose they served before when they were in lootboxes, and the fact that the purchased ones are tradeable will create the broker market. So, in the end, F2P earns them in game, Elite gets one free per day, and EMP buyers can get additional scrolls either for themselves or to trade. (Though I suspect this approach will actually generate less supply on the broker than lootboxes used to, except in specific situations.)
Really, as I said before, the thing that's changed most is the optics of the situation.
Writing my post I noticed I used seven times a much obscene rather obvious note, this one word to describe those complaining about a blanced change, the very first ever reset scroll that is buyable for VG points (even though I really thought 500 points was fair ... caving to 300 is yielding to, see for yourself by this very thread, ungrateful little @!,???;$% ...) and none the less a reset scroll to current BiS gear, the dungeon that is said many time in these forums to be "the only thing worth doing". Either way ... if you posted here complaining about the scrolls, know several paragraphs have been written, insulting you for your ungratefulness, your stupidity, your lack of knowledge, your egocentricity, your jealousy, basically explaining how what you are expressing here proves you being a crappy person, like it is customary, but there were judged too violent and replaced by this instead. Enjoy self-censor and restrain to decency, much obscene rather obvious note, simply.

only minor issue is having to waste 5 slots on some nonsense item

There wasn't an excuse. It was just a fact of life that we(players and EmE) had to accept regardless of any objections.
I question your idea of difficult if getting VG credits is on that list. With this change, the scrolls basically reverted to the "original" way. You get a free reset with elite. The only difference I can see is if the VG scrolls share cooldown with the ellite scrolls which limits the amount of runs one can do a day of a specific dungeon but allows for a more...consistent ,I guess, resetting of multiple dungeons

It is a fix and it does fix the problem.
Problem: We can't reset new instances.
Fix: Multiple, reliable ways to reset new instances.
Whether it's the best way or not depends on the point of view. I find it exceptionally good, better than the old way even.
Does people these days can only see what's in front of them and nit picking small details/wording in posts to satisfy their superior complex ? The very first thing in my post was to emphasize on the way we're heading further in the future and not the minor details which you just brushed as nothing important but in fact were the very blocks being used to build into that grim future.
Who cares if dragon are p2w or not, whoever needs them would still buy them. Who cares if reset scrolls are harder to get in game than emp shop or not, most ppl don't even need them. Who cares that there wasn't any topic about fed bills/fashion store or not, nobody even touch those shop unless for big head or confident pot. Every single opinions regarding every single topics in this world are subject to one's point of view. They're just there to brought up the issue that EME/BHS has been and will keep pushing the game into whatever direction they want without concerning about our opinions, period.
For the pass year, except for the black friday vote, the only time I've seen EME actually took notice of their players was when Spacecats discussed possible changes in the fed bills topic. "Discuss", and not just make changes however they like on whims. Other time it's simply "let's do something because we need to look like we're not dead" and we got random sales, or "I feel like doing it" and we got random streaming events, or "we must do something because ppl are raging" and we got band aid fixes like bg jackpots or reset drop weekend, etc.

If you're quoting my post just to nitpicking words and examples while still having the same opinion as mine (as you said yourself, I can't find it anywhere however), you're just trying to find faults to further expand your superior complex. It's not how a discussion works, where someone voice his opinions with examples, and the other guy just trying to say "You're wrong" without actually having any opinion of his own.
If you want to argue, try to come up with a proper explanation of why you think the statement "EME/BHS is leading the game wherever they want without concerning our opinions" is wrong, and not just "you're wrong" or "your example is wrong".

I NEVER said that statement was wrong. I did, however, say that your reasoning as to why it's correct is male cow poop. And I explained why it is. But you think that you can say "They are not listening to our opinions because turtles are purple" and that should be taken as a valid argument and not be addressed. Just because your conclusion is wrong doesn't mean your method can't be challenged. Nor does it mean you can maintain some sort of rightness if the foundation of your argument is wrong and you refuse to address it.
