When I say new, I mean I have never really played games at all. This looked fun, and relatively...easy? (Something I can play here and there and enjoy it, but can ignore when I am busy.)
Anyways, I am trying to continue the story quest after the Island of Dawn. (Level 11 Quest). For the life of me, I can't figure out when I am supposed to do. I was never very good at hunting for eggs as a kid, and maybe this is coming back to bite me. I have gone around the city a few times.

Tera is strongly streamlined, means you are being led by a red thread with not being sent back or stray (e.g. in other games you have to travel continents to solve a quest). The next destination is always pointed out on your minimap. This is the transparent map on your screen, if it doesn't show, press N. Now look for the red signs like an "?", "!" or "*".
Along the way, you now will also encounter yellow quests. These are side quests that are there for fun. As you're new to Tera and to MMOs at all, you should take your time and also look into these. Right nor, you're only able to talk in /area, but there will be enough people able to help you. With lvl20, you will be able to chat in in /global and then everybody can help you with problems.
As you're completely new, you should look for a guild or a mentor, able to help you. Whereever you go, you should mention that you are completely new to this. Being new, asking questions, making errors is no problem at all. But if you stay silent and make an error, people tend to think that you're ... "dumb".
If you press "L", it'll show your your quest log. From here you can also see the threadlines of all your quests - red quests are story quests! Yellow are side quests, as SaphirKanzaki said. I recommend doing them as they give XP, feedstock, and other goodies that can help you level up. When you press "L", you can see each individual quest and their details. Often times there will be words in blue inside the quest description - if you click those blue words, it'll show you on your minimap (N) or regular map (M) where you need to go, what you need to kill, who you need to talk to, where they are, etc. Very helpful.
After Stepstone Isle, I'm pretty sure you're supposed to go to the city of Velika to meet Samael in person. There, you get conscripted and the "original" storyline begins. I say this because Stepstone Isle is a streamlined version of tutorial island, with a story that makes little sense if you don't work hard to connect it to the storyline that was originally there - the original one being the Island of Dawn, now an island where people at endgame can kill BAMs for vanguard credits. If you're following lore, there might be some differences between Stepstone Isle and Velika haha.
Also, when you have the quest log on the side of your screen - it should be a vertical log giving you a brief overview of what you need to do - you can click on the quest in particular and it'll open up the specifics.
Blue areas on your minimap show you where you can gather or kill things to complete a quest. I recommend doing the side quests as well, as they're helpful in getting things and also because you'll have to kill more monsters, usually, and that'll help you master your class
If you ever get lost/don't know what to do about your quest, you can press "H" to open up the Vanguard Request board. The top mission will usually be the story quest appropriate of your level. There you can 'check quest' to see where you're at or even teleport if that place had a checkpoint.
Usually at low levels, you'll also be using the flight manager a lot! It's a system of flying in between cities - such as Velika and Lumbertown, the starting areas, for example - that you'll find in the major towns of each area, such as Tulufan, Chebika, Castanica, etc. There are many of them. Stepstone Isle has one too, only going to Velika, where you can then go to Lumbertown, and then continuing on from there.
