Are rare/legendary noctenium refiners not included in NA patch? Or is it specifically only for EU Tera?

    From what I saw in the KTERA patch notes those should be available and not region-specific, perhaps EME decided upon just uncommon refiners?

    I feel that EME saved the rare and legendary refiners for a future event. :o
