Interesting. I guess it depends on a number of factors, but on TR, when I observe typical LFGs, it usually goes like this

A few minutes later
RMH N> T/M/P
A few minutes later
RMH N> T/M
A few minutes later
RMH N> T
..
...
....
Then disappears.
People seem to have more problems on AV finding mystics than tanks. I find it really funny. Even if I apply on my skilled mystic, they just tell me I need better gear for RMHM and turn me away and I watch people wait.
Healers and tanks both have to be responsible in party. But because of pulling tanks to be also bossy (or at least accept that sometimes they need to step up). While healer roles are usually taken by those who do not want to be bothered with managing whole party. I know TERA now is not like that, but it was for years, also most of mmos are like that. So certain types of personalities are drawn to roles in party. That is why game devs cannot compensate for lack of tanks or healers. Because it is matter of player personality not matter of tanking or healing classes. Also while leveling you need 1 tank per 5 people, and in endgame you need 3-4 tanks for whole raid/guild, so unless you are really dedicated to game there is no point in leveling tank to endgame.
