Loading login screen

When i launch the game the little box i log into comes up with a smaller black box in side of it that says loading login screen... and below it it says retry it never loads and stays like this as long as i dont hit retry and when i do hit it it brings up a screen that says cannot connect to tera service. What can i do about this
