In other times, i get tokens from Kill the solo Bams of a faction.
Seems like these factions are no longer active, so the vault is off too?

How so i get a nice one? I dont see it on the Instances loot descriptions

    You can get them from goldfinger tokens which drop from ghillie and a few 5 man dungeons. Or just buy from AH or store lootbox....

    If you're elite you have a free scroll to it, else the vanguard credit merchants sell a "Velik's Opportunity" scroll.
