If you push all your CDs to the point you have nothing to do under GF, you're misusing your Brawler.
You still are supposed to use your normal block in order to trigger the 50% damage boost from perfect defense, not mindlessly press 1 2 3 Piledriver/Jack/Haymaker and then say CDs are too high. Using normal block not only will up your damage but also give your the few tens of seconds you lack to have no cooldown on anything. That is, by the way, with Energetic etchings.
one in top line, and the other roll in bottom line , you can stack the effect,
but put 6% is no optimal in top line, and you only can get 9% atacksu speed in top reoll line, others still same rolls, the only recomended for healer is triple reoll cd reduction ( pvp gear have in weapon , sicee basic gear are hybrid pvp/pve, only pvp gear can be have triple CD reduction ( one stat in weapon, one in top line, one in botton line ) )

I'm pretty sure that every Brawler will run into CD problems and have to resort to Flip Kick/Punch + Counter combos, even with Growing Fury,
This is true. If you're not running out of skills to use, that's when you're misusing your Brawler. You're either not animation cancelling, and/or spending too much time blocking (which is a DPS loss overall). This becomes more evident when the boss doesn't do too much mechanics to make you pause (eg. BP first/second boss).
