Could you please try:
1. Click Start and type "cmd" (without quotes) and press Enter
2. At the comment prompt window, type "ping patch.tera.enmasse-game.com" (without quotes) and press Enter
3. The very first line you get back should look something like this:
Pinging a709.d.akamai.net [206.248.168.147] with 32 bytes of data:
Except the number inside the [square brackets] will be different for you. Could you post what that number if for you? I want to see if you are connected to a bad patch server.

I suspect you may have had a typo in the original command, as this is just a DNS redirect by your ISP. Either that, or the whole problem was caused in the first place by DNS trouble at your ISP.
It may be that the download you're receiving now will update your game and allow you to play, or you may at least be able to perform a repair.
