You can still learn how to runaway at Lv65, I'm sure that'll come handy in PvP... somehow
You being lvl 61 with the best gear for that lvl and me being lvl 65 with Guile +12 and demense jewelery with tier 2 etchings and quickcarve brooch won't let you live because I will one shot you.
In this game being lvl 65 in end-game gear means a lot vs someone under lvl 65 so you won't learn anything but to die in diferent ways if pklowbies will be active in the game.
Did you remember Mudkip? Ask every lowbie that came across him if they could runaway.
As much as i'm against ganking lowbies; the PvP between low levels is something fun and challenging at times. The most enjoyable time i had in VoT before going back to CH back then was, when lvl'ing with 2 randoms i met in that low level BAM desert, a guy ~10 levels above us tried to kill all of us, we ended up managing to kill him-after a while- since i was a healer and could keep their HP up.
Imo the best option would be to make it so lowbies can only kill each other with a difference of 10~15 levels or less.
PvP is something that a lot of people enjoy; and removing low lvl CS and OW-PvP made it so new players have no real touch into PvP until max level; and leveling is boring af..legit the most boring thing in this game and even if you enjoy it, you're one in a ocean of people. For those who play MMOs only/mostly for PvP, getting into Tera became a 1 week long work effort to get to actually enjoy the game. (1 week being the time i'd optimistically say new players take to get to 65, that's also considering they would go into PvP right as they get to 65 and they don't quit until that..which they probably do)
It was something that had to be done to coincide with KTera's build. We got the lesser of two evil's.

Allow pvp with people within a certain number of levels of each other. For example within 5 levels.
or
Use a level equalizing formula on the non duel open world pvp damage calculations between players of different levels so level 65s wont be able to 1 shot 1st levels, and can have a fun battle.
