Could enmasse make it so that a second head drop from the phase 4 loot chest like how it has been done in EU tera by gameforge? Seeing as the raid is removed in the next build to give people a chance at getting a marrow brooch before the raid is removed.

There is 0 downside to this. It's making an essential item available to more players.
It's not an essential item. It's an exclusive item.
I don't see how allowing a second Dragon Head to drop would make it any less "exclusive."
I don't see Vergos losing parts of his body throughout all the phases yet Scales, Horns, etc drop and he doesn't get defeated until Phase 4.
Why? Only people that have consistent clears should have access to the brooch. If you want one, just buy a carry from some raid for 10 million gold ez. Everyone that consistently clears HH has a brooch. If you don't, then you probably don't deserve one and you don't need it.
Not everyone who clears it regularly has it on a character that they want it on, 1 currently drops for 30 people and you're rolling vs 29 other people.

Wrong.
If you as healer dare to roll for the Marrow Brooch you will likely be reported for it and excluded from the raid.
For several ppl is something that you should give up because dpss don't want you to roll on "their " loot.
i know you've never ran hh and have some deluded scenarios about it, but i know several healers with marrow brooches, and none of them were "excluded" from their raids for it.

Then you clearly don't clear HH regularly. As metagame said, everyone who clears frequently(30+ clears of HH) has a brooch including healers. Even people who don't have that many clears but consistently run with a static raid will generally be given a brooch. Many people on MT and TR reserve brooches to every member of their raid and still have brooches on 3-4 characters because we got so many clearing raids.
I have 90+ clears with only 2 brooches, i definitely don't clear HH regularly
Then why does it matter lol? Just farm more brooches on your alts when HH20 is out.
