    It depends.

    4 crit tends to give more dps if your crit rate hasn't stabilised yet, otherwise get 4 power.

    On my gunner, I have two power rings and 2 crit earrings and alternate the power/crit necklace (either necklace has 4 power rolled on it). This causes my power to be higher when comparing it to crit, because it's not the usual 1 ring+earring/ring+earring+necklace combo. In order to offset the higher power I have, I go with 8 crit on the circlet and it puts my crit right where I want it to be.
  • Generally 1 power is worth as much as 2 crit therefore:
    4 power > 4 crit
    8 crit >= 4 power (so usually 8 crit is preferred)
    Build crit where you can where it makes sense to sacrifice power for until you hit a desired amount of crit.
