This will soon be closed for sure, but to answer your question:

Yes, changing FOV can be a basis for a ban. Technically speaking it IS modifying the client. If you take the recent announcement in black and white, word for word, this is a bannable "offense".

is this is true, then changing any options is bannable because it changes a file

I guess one way to look at it is that there is an extend of how much you can change, that they are in the options. If you have to go outside of the options to make these changes, that is when it becomes a "bannable offense".

you can change the your options through the game files, how does this get enforced to make sure players only do this in game

Let me rephrase, anything that can be done via options is within acceptable range. If you choose to go edit the files but if the same thing can be done via options, it's fine. Anything that is outside of what options can change, is not fine.

Don't quote me on this but I guess it makes sense looking at it this way.
  • If you need a wider FOV in TERA, your only option may be to run multiple monitors.
  • how's your fwc/cs experience today with 70 fov guys?
like FOV another problem for people who uses tweaks is the default font is so hard to read.
  • well i guess i will be banned permanently too cause i dont even know if ive got edited [filtered] at this point beside s1 engine or whatever that makes me have decent fps if they ban me for fixing my fps i guess ill go pay another game to play while chilling in my nice apartment
  • They should have added years ago fov option in game because it is almost impossible to play without fov at specially if you are a healer.
The only thing i agree with is fov change but the rest i agree they should be ban.

If only Tera have better optimization then I would love to run it in 6 monitor or get 32" with same 4k resolution.
