Where do this design drop?? Have not seen any in my 30+ runs of vhhm and vsnm or vhnm. .__.

    Only in high tier dungeons, so you don't see it in vhnm. Not sure what you mean but "not seen any", but it's more likely that it dropped but someone else won the roll. Otherwise it's just super bad rng.

    Weapon/Boot Design – Drops from Timescape (Normal Mode), Velik’s Hold (Hard Mode), Velik’s Sanctuary (Hard Mode)
    Chest/Glove Design – Drops from Velik’s Sanctuary (Normal and Hard Mode)
