Regarding the merge tho: I frankly would have preferred to have literally just 2 servers: one PVE one PVP with a way bigger character limit. That of course considering optimal server quality so the hardware won't be defecating itself when people try playing there.
Heck even just one huge gigantic server, with big character limit per account, and PVP channels separated, with actual open world from Lv 10 onwards. Then the issue would be how the TERA server code would work (or I mean... it should start working properly).
Various servers is an annoyance I've had ever since I started playing back in 2014, my friends started all in AV, hence I did too, got all my progress in AV, and then some new friends started in other servers, those same friends came back in other servers.... and the mess is done. The whole separate server thing is a gigantic fragmentation mess.

I would love if they merged all the servers and only kept 2 servers, one for PvP and one for PvE but I know that would never happen and a lot of people would be really mad about it. Since some players prefer to play on lower population servers so they have a better chance at possible events (BAMs events, or blue boxes etc) and would rather have a smaller server so they would know everyone a little more, or to have less trolls on the server. Also lower population servers would make it easier to fight BAMs like IOD and stuff like that so I understand people liking lower pop servers.
Though I would love to be on more populated servers so I personally would love the idea of only 2 servers. Just to have much more people to talk with, LFG, and much more active and populated guilds to pick from instead of just maybe a small number of guilds etc.
But honestly, I feel a lot of people would be mad if they did that because then they can't have their character names and would be constantly fighting over it...Which is something I'm so happy I don't have to deal with because I don't try to go for the super popular names that people will always try to hoard in every game lol.
Actually, it woud be better to have only 2 servers each one located on diferent geo location (East Coast, West Coast). Both being PvP with some PvE channels. What hurts most the actual players from this game (a side from server hardware or software issues) is that NA population is a mix from NA, Latin American, EU and even people from Asia. Having only one geo location to get all those people playing together will always lead to have many of them with ping issues.
If physical servers were on West coast (ie. California) then you would make players from NA, Mexico, and over seas like Austrlia to get better ping. If you have another physical server located on East Coast (ie. Florida) You will make players from NA, Canada, Many Latin American Countries, EU and other Regions to have better ping.
About AV being a death server, I don't think so, if I have to compare FF have same issue, to few LFG or on some hour there are not even 1 to be found, either way FF has most of the players doing IM or GvG or PvP related things, but LFG is something that is rarely seen on FF.

we can have a server merge . have AV and CH combined into one server. since those servers were never touched for years.

There's also IM (I'd wager a lot of people use that), and the blue box event right now. And the time (Iv'e noticed a lot of non-NA players in AV).
There are plenty of things that can be done to revitalize the game, I am just curious on how EME want to handle this...
Well, your issue is that players level too fast, and many/most level only a DPS cause they wanna be the ones kicking a$$. Then, IM doesn't fill easily (that's cross server by the way, so not a problem even if you were the only person on that server), and leveling areas are empty by patch progression, questing has been rendered useless by the times, so no people on those areas unless events like Mongos and blue boxes (now for example). Also take a look at your channel, if it fills up, you get thrown to another one that is empty.
If you enter an Instance Matching (IM) then you'll be paired with people across all servers, and then you can see that it's not an issue with AV only.
Tho when you hit Lv 65 you'll find quite enough groups or guilds running some specific dungeons (this patch the cool guy dungeon being VHNM)
TL;DR: too fast leveling, too much Lv 65s compared to leveling people, open world is useless.
PS: more than 1 hour yelling, went from 1:40 to 1:50, still no one selling, I could get some free stuff, I mean, yeah if I was on CH
PSS: is it always like this, almost 2 hours and still no EMP seller on sale event O.o This might be the case, this kinda remind me of HW days. just saying, I don't judge just by this, but that is something.
And i don't think av is dead, and i also believe counting the number of lfgs isn't a good metric to compare. i don't disagree with the fact that other servers are more populated atm, however.
Its 1 of the few tangible metrics the community can use in order to accurately reflect the total population. No one knows the true size and what we assume to know is based on anecdotal evidence, hence LFG/ IM is a good indicator. Arguably, until EME releases the numbers, that is ALL we can use. So to simply reject that evidence based on personal opinions is ignorant at best.
-If your on a populated server like MT or TR expect plenty LFGs and that isn't a correlation, but a direct cause of high population.
-If ur on a dead server what you get WTS, WTB no LFGs which is also a direct effect of a small population.
-AV server couldn't even complete HH for weeks after HH release again direct effect.
-At times things on AV server were abnormally high and players/ guilds constantly accused of monopolizing server trade broker...
-AV notoriously known for having cliquey endgame elitists which explains lack of LFGs
