Unable to join other servers

I was playing on Celestial Hills server and when I try to join other servers it freezes a bit and won't join and whenever I press refresh the server list will be empty, how do I fix this?

    Try restarting your client and leaving the launcher window open. I always experience problems server hopping when I close the launcher window for some reason.

    Restart my steam client or tera launcher?

    By client I think they mean just restart Tera and leave the launcher open when you play.(I find that when the launcher is open the game runs better too for some reason) But you can try restarting steam to see if it helps too
