I can agree with you that gearing throught battlegrounds right now is a lot slower than dungeons but I don't agree with the "everyone" doesn't want scales or feedstocks from them.
Not everyone doing PvP wants to grind scales throught other method (IoD or Dungeons) and not doing PvE content makes you get enchanthing materials slower than those doing it. The thing here is that the amount is so few that feels like is not worth the time you got throught the battleground for a jack pot in feedstocks that your could get even faster doing easiest dungeons.
Obviously "everyone" is an exaggeration Usagi, it's to get a point across. No, not "everyone" finds Dragon Scales and Feedstock useless, but most do. Just like not "everyone" is doing BGs for Deathwrack materials, but most are.
Also, notice it says "pretty much everyone." Once again it's most people, but definitely not all. Just an exaggeration mate.
At the same time, the dragons are completely useless to anyone doing only PVP since the bonus crit damage is only for PVE. As for feedstock... well, that's what the bonanza boxes were for.
BAMS on Fraywind and Gates and structures on CS are considered PvE elements and I remember those pasive activate on them. Not really sure right now since I am playing with alts that doesn't have dragons and won't come back to mains until event ends.
Unless Lakan's Scales were added into the store within 2 days of the Jackpots starting, they've been there since the start (just not in the news post).
Though I do agree that Feedstock appears way too often.

here's hoping that the rates have been increased and it's not just your good (bad?) luck.
Now it's more all or nothing, with NO IDEA when your time investment is going to pay off.
Even if the rate of acquisition were identical (and I suspect it isn't) it would FEEL so much slower.
What if we made a token system. Tokens drop from the win boxes. Token shop has the items people want.
It would be remaking the old shops, essentially, but it would restore that feeling of slow progress toward desired goals over being the victim of a randomized gifting system, 90% of which you may not want. And your 10% you want probably won't match mine. This way we would both be happy.
Anything that restores choice and agency to the players always has my vote.

While I'd always love to get VM mat jackpots, keep in mind you can get them from the victory box too, so that's a chance at essentially double bonus.
Either way, RNG is RNG. You lose most of the time, but sometimes you get insane luck. And your personal experience with RNG is not always indicative of what might happen with someone else.
Exactly, not becuase You always buy a lotery ticket means You will get a prize once in a while, You could be buying 60% of the lotery tickets and lose every time becuase you don't have a 100% chances to win. Same thing in jack pots, the bonuss from jackpots are random and you could have a streak of 20 or more battlegrounds with scales prizes and nothing more.
Is just about luck.
I think bringing back the shops would require action from BH--but a token shop might be within EME's ability.
