What about the Rootstock fair?
the summer festival is on its way but what happened to Rootstock? no harvest this year?
without Rootstock fair we can't get the lamb Bulgogi and other stat boost consumables
but most importantly. without it we can't get the other set of achievements that are required to complete the "Now All I Need Is a Lamp" Achievement to get the permanent Moonsilk carpet mount and the world class player title.
will this content be available latter on during the summer?

Your answer (and the one above) is still basically right though. On a few occasions they've temporarily added it as filler at other times of the year, but now that we're getting monthly patches, it's probably less likely. Their answer in the past when this came up is basically that it's a Fall event.
Lughnasadh, or August first, is the first of 3 harvest festivals for pagans so I assume it will happen sometime around August but, after then (or even later if they want to make it close to the American holiday of Thanksgiving)
