That said...
That's a bit of an unfair characterization. First of all you say "the majority of players have wanted this" -- based on what evidence? Second of all, you say "there is no downside" but this is patently untrue, as we saw extremely vividly the previous times we've had name wipes. You have people who lost access to the email address associated to their TERA account so won't get the notice. You have people who may be deployed and not have access to their personal email or a computer that can play the game. And you have people that just won't appreciate the "gesture" of being coerced back into the game to keep names that are "rightfully theirs" (in their view). And regardless of getting the notice, there will always be people who will not agree with the method chosen to deal with name conflicts.
I'm not saying there are no valid cases where you would do a name wipe, but I think there has to be some sort of external factor that drives it. For example, they did a name wipe right before the Steam launch, since they anticipated (and received) a huge influx of new players. They also did a name wipe on HW surrounding its merger with LoT and VoT, since they had to have a way to address the inevitable collisions anyway. If, let's say, they decided that the console version of TERA was going to play on the same PC servers, then I think it would make obvious sense to do a name wipe just before that launch, to make room for another influx of new players. But as it stands, I don't think there is a very compelling reason to go through this hassle (consider also the extra burden of support tickets from confused or angry people) if the only reason is "it bothers me that other people have names I want and they aren't using it." I think there should be some additional reason driving it to make it worth doing.

I have a few stored names that I do want to use but I can't decide about them, considering TERA does not have a class changer
also, even if there is a name wipe, that's actually no guarantee your wanted names will clear
because active players do have hoarded names and if there's an announcement before a wipe? guess what, folks! log onto all your level 1 names so you can keep them!
& please don't even suggest a "surprise" name wipe because that's a whole new issue all together. :l
counterpoint brought up good reasons but still people cry. harath even explained the thing about it, and still people cry. we don't always get what we want when we want it. just use your imagination or use your real name to create a name. if you sneak attack name wipes, or if you did a name wipe, you would lose more players.
