Increased prices, yes they did, and that's not great. But honestly, I'm not sure the drop chance really decreased. Some of the lootboxes back in 2013 were famously miserable and miserly, and it doesn't look to me that the odds on the new ones are much worse than that. The new lootboxes also have infinitely better runner-up items compared to a lot of the old ones.
I guess what I'm saying is the rates have never really been great, and the real problem has always been the lack of a failure cap.
(For me personally, the bigger issue is that they went a long while where I just didn't like any of the designs. I feel like they're starting to go a bit back to basics in 2017.)
Path of Exile does this, albeit without the jackpot like you mentioned. You pay for "points" (which are 10 points/$1 USD), then use those to get stuff. Certain items cost exorbitant amounts of points (you can get a lightning scorpion for the low low price of just 1100 points, which is only $110!
