Lancer Glyph "Upgrade" actually makes it worse?

Not sure if this is technically a bug, but in regards to the lancer shield bash glyph that reduces cooldown:

1. Green Version of glyph reduces cooldown by 25% and costs 3 glyph points

2. Blue Version of glyph reduces cooldown by 25% and costs 4 glyph points

ummm....what? @Halrath @Spacecats please "fix" this. The rare blue glyph doesn't even make sense at all right now.

    Shield Bash only has Common and Master glyph, there's no Rare glyph.

    You're probably looking at Common glyph.

    Common - (4) Energetic Shield Bash[Lv22] - Decreases cooldown by 25%.
    Master - (3) Energetic Shield Bash[Lv58] - Decreases cooldown by 25%.
