Depends on if you have people playing the game with you or not. But honestly if your reason for playing is crafting and quests, you're gonna be disappointed.
BDO does have crafting and quests, but it feels hollow since you don't do a whole lot of stuff with other people unless you're really into pvp; then you'll probably like the game a ton.
The point was stuff i would want to know and make sure i don't miss it.
i am not sure black desert is really better, except if you love hardcore grind and hardcore pvp, just remember than after level 50 in black desert is more pain than try to get +15 death set in tera
If you have a way to save about $250 then you can buy a PC capable to run Tera at 5 in graphics level and that will run at 30 fps.
You don't have to aim to get the best PC out there since there are many new pc comps that can work properly with Tera.
I recomend you to have a Core i3 at 3Ghz, 8GB ram DDR3 at 1.6 Ghz and Geforce GTX 850 and you will see how those cheap components can make you run the game smoother even in dungeon parties, sadly not in rallies or heavu GvG battles if you dont lower the settings 2 points.
At least that is what I have as PC and I haven't bothered to upgrade it to play Tera. I have +60 fps on OW and some times even on cities but in cities is mostly about +30 fps and dungeons run between 30 and 40 fps. If you put settings and minimum then you will be playing at +60 in almost any time you are playing.
like others have said, you can buy a pc to play tera for the cost of a console, just make sure that you keep it cool. so invest in fans or a liquid cooling system if you buy a cheaper pc.

black desert ask more resource than tera i am sure about that, but the game is 2014 game, so if you can run witcher 3 or fallout 4 on your pc you are fine with black desert
anyway just remember than ryzen 3 only cost 150$, so if you have that you have all you need to run black desert
