There's VEEEERRRY very little development going on:
1) The occasional one room "dungeon" with an hp piñata and some one-shot kill mechanics.
2) The occasional new class which is likely to be Elin only so you can replay the same 5-6 year old content that's been there since launch.
3) Cash shop items that are re-colors of previous cash shop items.
So technically, it's not dead dead. It's more into solid hospice/maintenance mode.
Excluding combat, what reason is there to choose Tera over the other bigger games when it comes to pve? Tera has extremely limited pve content. One end-game raid, one end-game instance designed for a minority. Content accessed by the majority still limited to a couple instances. Open world sees no use pve wise unless EME has an event. New players are introduced to a large empty world and leave because they don't see anyone. A lot of Tera's pve content isn't really new either, a lot of it is recycled.
Pvp wise, again excluding combat, why choose Tera for pvp? The combat is a double edged sword for both pvp and pve. You don't even need that high of a ping to run into issues with it, and fps causes issues that are worse than high ping which is easy to come accross given the game isn't optimized. Other games I can be on Ultra/Max and not drop below 30 or 60 fps with no stuttering/freezing (depending on game) even with 100+ people on my screen using abilities. Pvp sees little to no support for actual pvp. A lot of the vocal pvpers demand rewards above all else, which is all pvp sees adjustments for, this pushes competitive pvpers away from the game so they stick to their mobas or shooters or a subpar rpg just because their pvp is better in quality.
For other portions of the game, it suffers the same issues as pve. Recycling. Look closely at a lot of cosmetics, even ignoring the obvious recolors, some cosmetics are actually recycled older cosmetics just to some they won't notice. Class releases are now going to be recycled, opening gender up for Gunner and now Brawler. The player base that complained will surely be happy that "new" stuff is coming, but to outsiders or those that didn't care will see these patches as pointless filler content and would have no reason to return. Client support, all they've done is essentially implement what client mods do, turning off parts of the UI, etc. Again, end result is nothing original or actual work put into improving the game.
Tera's been around for a few years and other than a couple systems changing a bit it is essentially the same as it was before. A lot of people return each big patch, but they also leave pretty quickly because in the end there wasn't really anything new added. Tera is living solely off the combat because the is no other MMORPG with its combat. They're all largely tab-target or a hybrid system, but most consumers are not going to dedicate themselves to a game for just combat.

also, it doesn't help that the market is flooded with mmo's at the moment. I feel like tera can go either way right now, it can go dead or get more alive. it all depends on bhs, and what the consoles have to offer as far as it being optimized for them, and also if they and we can play on the same servers or not.
Free is excessively common; erping exists everywhere on the internet; under aged looking female (and animal ears/tails) isn't exclusive to Tera or originated on Tera.
i dont see a lot free game like tera, majority of free game suck more than tera or are outdated
we cant erping in facebook or twitter like in tera
again i dont see a lot game with cute elin, majority of them are ugly or we cant play them, cute elin is very unique, she has her dance, her car and her dress
